Wind has a major impact on whether exposed pipes freeze, even when the air temperature alone might seem marginal. Here’s how it works in practical terms:
Example: At 28°F (−2°C) with strong wind, an exposed pipe can cool as fast as it would in much colder, calm conditions.

Key point: Insulation must be continuous, sealed, and wind-blocked to be effective.
To reduce wind-related freezing risk:
Wind dramatically increases the freezing risk of exposed pipes by accelerating heat loss. In freezing weather, a windy 28°F night can be far more dangerous to pipes than a calm 20°F night.

As a reminder from Winter Storm Uri, Senate Bill 3 was passed in 2021 which prevents penalties and water service terminations during an “extreme weather emergency.” This is defined as a period when the previous day’s highest temperature and the predicted temperature for the next 24 hours are both no higher than 28 degrees Fahrenheit.
Inframark will be monitoring the weather conditions and following the directives provided in SB3.
A public hearing for the Klein Public Utility District to discuss the proposed tax rate for the 2025 tax year will be held on October 15, 2025 at 10:00 AM. The hearing will take place at 19001 Mirror Lake Drive, Spring, Texas, 77388.
Klein Public Utility District (the “District”) has been actively monitoring forecasts for upcoming freezing weather. If there is a disruption regarding water supply or wastewater treatment, a notice will be posted to the District’s website.
The North Harris County Regional Water Authority is immediately terminating Stage 1 of its’ Drought Contingency Plan (DCP), pursuant to Article III, 2 (B).

There is no boil water notice in effect for Klein Public Utility District residents or businesses. The City of Houston has issued a Boil Water Notice for their water system and other systems effected by the City’s issue. While local media (and social media) are reporting boil water notices for the City and those other Water Districts in our area, these notices do not pertain to Klein Public Utility District receivers, as the District maintains independent water production facilities. Again, Klein Public Utility District is not currently under a Boil Water Notice.

The District has implemented a text alert system for the residents of Klein Public Utility District.
